These files are the same as the ones in the eca_US.zip file issued for the 
Transport Rule EI NODA posted 10/27/10, they are just zipped individually for 
faster downloading.

The files are offshore emissions for the US for years 2005, 2012, and 2014, 
as specified in the file names.  The data for criteria air pollutants (CAPs) 
are contained in these files:
