On 11/20/2013 a double counting issue was found in the afdust inventories where
both state-submitted and EPA data was used for the same sources in some states.
An update to the 2011ec_v6_11f_inputs.zip file was made on 11/21/2013 to correct
the problem.  Folks that downloaded the data prior to 11/21/2013 would need to
download the updated version to remove this double-counting issue.  It only 
affects PM2.5 and PM10 in specific states.
