These files compare facility total emissions between 2014NEIv2, 2016 draft from April, and the 2016 beta files from June.

The columns include the state abbreviation, FIPS state-county code, EIS facility ID, name and source type, pollutant, emissions for each inventory, and differences between the inventories.

The last 6 columns are for “Has EGU” and “Has OG” for each of the 3 cases. These indicate whether or not the facility contains an EGU or O&G unit in each respective case. I found a few dozens instances where a unit was identified as an EGU or O&G in one case, but not another.
