EPA has run MOVES for onroad and nonroad for 2020 using 2016 meteorology
and with inputs compatible with the 2016v1 platform.  EPA does not plan to
prepare 2020 inventories for other sectors at this time, but provides these
MOVES outputs to assist states and others with required analyses for 2020.

Note: 2020 CA emissions were developed by interpolating between 2016 and 2023.
