This zip contains draft solvent inventories, nonpoint and point, for the
upcoming 2016 version 3 (2016v3) modeling platform.
Updated ancillary files that are needed to process these emissions are
also included.

The 2016v3 np_solvents sector will have the three inventories in the
np_solvents subdirectory in this package:
- np_solvents/VCPy_solvents_2016v3_PSS_20220215_21feb2022_nf_v2.csv: 
  Solvent emissions from the VCPy tool. Includes VOC and many HAPs.
- np_solvents/nonVCPy_solvents_2017NEIpost_NONPOINT_20210129_15feb2022_nf_v1.csv:
  Solvent emissions for SCCs not covered by VCPy, e.g. asphalt paving, from 
  2017NEI nonpoint. The 2016v2 platform had a separate inventory for asphalt
  paving from 2017NEI. This inventory includes asphalt paving plus other SCCs
  which were determined to also be missing or otherwise not covered by VCPy.
- np_solvents/solvents_2017NEIpost_NONPOINT_20210129_nonVCPy_polls_for2016v3_15feb2022_v0.csv:
  Solvent emissions from 2017NEI nonpoint for pollutants not created through
  the VCPy process (everything except VOC and the particular HAPs in the VCPy 
  inventory). Includes all nonpoint solvent SCCs from 2017NEI except the SCCs
  which are in the "nonVCPy_solvents" inventory.

One other major change for 2016v3 platform solvents: In 2016v2, solvent sources
were removed from the ptnonipm sector so as to avoid double counting the VCPy
inventory. For 2016v3, we will keep all point solvent emissions in ptnonipm
(brought back from the 2016v1 ptnonipm inventory, pre-VCPy). To avoid double 
counting between point solvents and VCPy, the VCPy inventory in this package 
has undergone "point source subtraction" (PSS), a process in which emissions 
are reduced based on the amount of point source solvent emissions in ptnonipm. 
This is similar to 2016v2 in that we are still preventing double counting; the 
difference is that in areas where point solvent emissions exist, we are now 
keeping those point emissions and giving them preference over the emissions 
from VCPy. The solvent emissions from ptnonipm which were removed in 2016v2
but are returning for 2016v3 are included in this package, in the ptnonipm 
subdirectory.

This package also includes updated ancillary files that are needed to perform
emissions processing in SMOKE. This includes:
- Gridding, temporal, and speciation cross-references which include new solvent SCCs
  (AGREF, ATREF, GSREF)
- ATPRO_HOURLY, which includes a few new hourly temporal profiles for solvents
  which are referenced in the ATREF
- GSPRO (CB6R3AE7, same mechanism as 2016v2), which includes a few new speciation profiles
  for solvents from SPECIATE 5.2, which are referenced in the GSREF
- SCCDESC, which includes SCC descriptions for all new solvents SCCs
- NHAPEXCLUDE for these new inventories
