Some reports say case names other than 2016gf because those sectors were
carried forward from older cases for use in 2016gf.
All afdust emissions totals in these reports are unadjusted.

VOC profile:
- Nonroad contains NONHAPTOG, not VOC, and is shown by way of different versions
  of "NHTOG" split by speciation profile. For example, NHTOG8754 = amount of
  NONHAPTOG which uses profile 8754.
- Rail has a NONHAPVOC (VOC minus NBAFM) report rather than VOC.
- Ptfire-wild, livestock, nonpt, np_oilgas, np_solvents, and rwc have two
  reports, one for NONHAPVOC (integrated sources) and one for "VOC" (which is not total
  VOC, but is only the portion of VOC that is no-integrate). Combine these two
  reports to cover the entire sector.
- Report is not available for ptagfire or ptfire-rx.
- Report is not relevant for onroad (speciation was performed in MOVES).

PM2.5 profile:
- Nonroad PM2.5 by profile is shown by way of different versions of "PM25"
  split by speciation profile. For example, PM25_91106 = amount of PM2.5
  which uses profile 91106.
- Report is not relevant for onroad (speciation was performed in MOVES).

Surrogate:
- Emissions by surrogate is available for all sectors except onroad.

Temporal:
- These reports are by state rather than state-SCC.
- For nonroad, there is one report per month, each with month-specific
  emissions. The monthly profiles themselves do not vary by month.
- Some reports include a month label in the first column. Except for
  nonroad and ptegu, that label can be ignored.
- Ptegu has two reports, summer and winter. The two seasons use different
  temporal profiles for nonCEMs. The emissions are the same (annual) in
  both reports. The sources which use "HR-----" profiles are CEMs and do
  not use traditional temporal profiles.
- This report is not available for ptagfire, ptfire-rx, or ptfire-wild
  (all of which have day-specific emissions but do use hourly profiles);
  onroad; fertilizer (monthly data with met-based hourly temporalization);
  or livestock (uses monthly profiles but otherwise has met-based hourly
  temporalization).
- Except for some non-US portions of the inventory, CMV has hourly data and
  does not use temporal profiles, so we do not have CMV profiles here.
