Hourly_Average_Speeds.pdf shows the hourly speeds by road type submitted for 2017 NEI for source type 21 as compared to those in CRC A-100, which most states accepted for 2014NEIv2 and 2016 platform. Plots are shown for states/locals that are not CRC A-100 or MOVES defaults. There are over 1800 plots. To find plots for your agency, search on the state or county name. If you submitted MOVES defaults or CRC A-100 data, they are not plotted here. Plots are provided for weekday and weekend. If these are the same, this is a data quality issue. The information at the top of the plot says whether the county is urban or rural and the MSA it belongs to, if any. Note: If the CRC line labels say "Grouping is individual", that means the CRC data were used for that specific county (e.g., copunty 09003). If the CRC line lables say "Some region non-MSA average" it is based on a regional average (e.g., 09005) and is not county-specific Figure 3 of the 2016 platform onroad documentation shows which counties have individual data: http://views.cira.colostate.edu/wiki/Attachments/Inventory%20Collaborative/Documentation/2016v1/National-Emissions-Collaborative_2016v1_mobile-onroad_15Oct2019.pdf In the Hourly Average Speed Distribution plots, some things you might look for are noting if weekday and weekend lines are different and how they compare to CRC. Distributions are shown separately by road type for a specific time and either for weekday or weekend. Codes for Road types: 2 Rural freeway 3 Rural non-freeway 4 Urban freeway 5 Urban non-freeway Codes for Speed bins: ID avgBinSpeed AvgSpeedBinDesc 1 2.5 speed < 2.5mph 2 5 2.5mph = speed < 7.5mph 3 10 7.5mph = speed < 12.5mph 4 15 12.5mph = speed < 17.5mph 5 20 17.5mph = speed < 22.5mph 6 25 22.5mph = speed < 27.5mph 7 30 27.5mph = speed < 32.5mph 8 35 32.5mph = speed < 37.5mph 9 40 37.5mph = speed < 42.5mph 10 45 42.5mph = speed < 47.5mph 11 50 47.5mph = speed < 52.5mph 12 55 52.5mph = speed < 57.5mph 13 60 57.5mph = speed < 62.5mph 14 65 62.5mph = speed < 67.5mph 15 70 67.5mph = speed < 72.5mph 16 75 72.5mph = speed Temporal profile plots will also be developed. In the end, to create the 2017 NEI, decisions will need to be made whether to use the submitted data for speeds or the CRC A-100 data which were used for 2014NEIv2.
