This README describes the contents of the onroad and nonroad zips included among
this package.

onroad_activity_2021hb_21nov2023.zip:
  Activity data for running SMOKE-MOVES. Includes California (onroad_ca)
  and non-California (onroad) portions. Does not yet include RPHO / ONI activity, 
  which is not yet available.
  
onroad_ancillary_partial_2021hb_21nov2023.zip:
  Updated ancillary files for running SMOKE-MOVES. Includes MRCLISTs, MEPROCs,
  SCCXREFs, METMOVES, GSREFs (one per month for starts, plus summer and winter
  for non-starts), a new GSPRO, a new INVTABLE, temporal profiles 
  (MTPRO_HOURLY and MTPRO_WEEKLY) and temporal cross-references (one MTREF
  per month). The SPDIST from December 2020, provided in the 2020ha package,
  is used for all of 2021.
  
onroad_sample_scripts_partial_2021hb_21nov2023.zip:
  Sample run scripts (not portable) to show the different inputs and settings
  for each run. RPHO scripts are included, but these do not include the final
  activity data. The California scripts are not final because we do not yet
  have the CFPRO that onroad_ca_adj will use.
  One parameter change worth noting for SMOKE 5.0: The old parameter name
  USE_MOVES3_NOX_ADJ_EQS is now USE_MOVES4_NOX_ADJ_EQS, and it is now set to Y.

nonroad_inventory_2021hb_20nov2023.zip:
  SMOKE-ready inventories for the nonroad sector, for 2021.
  
nonroad_ancillary_partial_2021hb_21nov2023.zip:
  New INVTABLE, GSREF, and GSPRO for processing 2021 nonroad emissions.
