These packages contain the inventories used to process onroad emissions for
Alaska, Hawaii, Puerto Rico, Virgin Islands, for the EQUATES project, for
years 2002-2019. Within EQUATES, these are included in hemispheric modeling.
Instead of running SMOKE-MOVES, these inventories are intended to be run through
SMOKE using the "onroad as nonpoint" method, in which a monthly FF10 inventory
is processed through SMOKE similar to any other monthly area source inventory,
e.g. nonroad.

These inventories are pre-speciated and include all model species for the CB6
speciation mechanism.

The inventory for 2017 is derived from 2017NEI, which itself is based on
SMOKE-MOVES runs for the nonCONUS areas.

The inventories for all other years are backcast or projected from 2017. The
backcast factors for 2002-2016, and the projection factors for 2018, are based 
on national MOVES3 inventory mode runs that were performed for each year 
2002-2018. The adjustment factors were calculated by SCC for each individual
pollutant and model species. The same adjustment factors were applied to all
nonCONUS areas.
Since a similar national MOVES3 inventory mode run was not run for 2019, a 
separate set of national 2018-to-2019 projection factors was calculated based on
the CONUS SMOKE-MOVES runs for EQUATES 2018 and 2019.
