National Emissions Inventory (NEI) State Files February 2005 The NEI NOF (NEI Output Format) Files created for February 5, 2005 release are as follows: -CAP ANNUAL - Criteria annual emissions -HAP ANNUAL - HAP annual emissions -CAP NONANNUAL - Criteria nonannual (ozone season and other partial year emissions data) -HAPCAP ANNUAL - HAP and criteria annual emissions combined on one file. All files are zipped Microsoft XP Files. Other formats can be supplied upon request. Additional notes on the files: 1) NOF tables The tables contained in each NOF database are: tblPointCE tblPointEM tblPointEP tblPointER tblPointEU tblPointPE tblPointSI tblPointTR tblRecordCount 2) NOF Fields The NOF tables include additional data elements that are not contained in NIF 3.0, e.g., DATA_SOURCE. For a complete list and definition of each see the detailed Point READ ME file. All NOF fields are in capital letters. 3) Additional items in each database: Table - "tblRecordCount" lists the record count for each NOF table. Query -"Link All Tables" shows how to link the 7 data tables (TR excluded). Query - "CheckSum dblEmissionNumericValue" - sums emissions in the dblEmissionNumericValue field along with corresponding units. HAP emissions have varying units; CAP Annual emission are all in tons; CAP nonannual emissions are all in LBS. Query - "CheckSum EMISSION_TON_VALUE" - sums emissions in the EMISSION_TON_VALUE column. In CAP and HAP databases, emissions are annualized to tons per year. In CAP nonannual, emissions are represented as tons. 4) Emissions Values Emission Estimates are presented in two fields in each tblPointEM as follows: HAP Annual- All data in this database are presented in varying units (not necessarily the original units*) (see dblEmissionNumericValue and strEmissionUnitNumerator) and annualized as tons/year (see EMISSION_TON_VALUE). An example of an annualized value is multiplication of an "average day" emissions value by the number of days in the period to yield an annual value. CAP Annual- All data in this database are presented as both tons (see dblEmissionNumericValue and strEmissionUnitNumerator) and annualized as tons/year (see EMISSION_TON_VALUE). An example of an annualized value is multiplication of an "average day" emissions value by the number of days in the period to yield an annual value. CAP Nonannual- The emissions are presented as both pounds (see dblEmissionNumericValue and strEmissionUnitNumerator) and tons (see EMISSION_TON_VALUE) but you cannot derive total emissions by simply summing these values. You must consider the period (start date and end date) and emission type provided. *Emission values may have been converted to different units to fit the NIF specification of 10 characters per dblEmissionNumericValue field.
