Wilson, Meteorologist Techniques Evaluation Section, SRAB (MD-14) TO: John Notar, Meteorologist Region VIII (8AT-AP) In response to your request, the Model Clearinghouse has reviewed your January 11, 1989, letter to the State of Montana regarding the E. Helena lead SIP. As we discussed on the telephone on January 25, 1989, we do not have any significant problems with your position as described in the letter. Because of our long-standing position regarding the requirement for on- site meteorological data when using COMPLEX I, we request that you indeed require the State to collect the on-site data for the "final analysis" if they plan to use COMPLEX I. We also briefly discussed the SIP procedural issues associated with using one modeling protocol for a preliminary analysis and a second protocol for a "confirming" analysis, once the on-site data are collected. While this procedure is not the normal type of SIP, my understanding is that it may be possible in this case.
