This directory contains the 2008 NEI v3 emissions in the Flat File 2010 format 
that can be read in by SMOKE and by other programs that can read .csv formatted
data files. Be aware, the uncompressed file sizes are as follows:

Nonpoint: 705MB 
Nonroad: 2200MB
Onroad:  1670MB
Point:   1820MB
 
This directory also contains files created based on 2008 NEI v3 with the PM 
split into component speciates of EC, OC, NO3, SO4, and other.  The onroad,
nonroad, and nonopoint reports are by FIPS, SCC, and Pollutant.  The point
report is by FIPS, Facility ID, SCC, and Pollutant. These files
are in the same Flat File 2020 format and are named the following:
