Introduction
------------
This package contains projection, control and closure packets for generating 2023en future year
inventory emissions from 2011en base year inventory emissions. The packets are formatted to be
imported into the EMF/CoST or imported into Excel.
Packets are divided into directories by the inventory or groups of inventory that they control
or project. The packets may further be divided into directories for controlling specific states
within the base year inventory (ie. packets designated MARAMA) and by step. EMF/CoST is run
in steps for certain sectors where an intermediate inventory is generated between each step and
the final future year inventory is generated during the last step.

Not all projections and controls changed between 2023el and 2023en. The sectors carried forward
from 2023el are:
  - afdust, ag, cmv_c1c2, cmv_c3*, pfc, pt_refueling, rail, refueling, rwc and non-MARAMA nonpt
* The cmv_c3 packets were carried foward from 2023el, but CoST was rerun for the newly generated
 2023en cmv_c3 point inventory.

Additionally, np_oilgas emissions from Pennsylvania (PA) were projected and controlled using
2023el np_oilgas packets, while the remaining MARAMA states used 2023en np_oilgas packets.

Usage
------------
Each directory root contains either the packets applied against the base inventory/inventories 
or the packets applied against the base inventory/inventories by step in directories labeled
step# (ie. step1, step2). The steps are groups of packets applied sequentially from the base
inventory to get a final future year inventory.

The packets from the root directory or steps in the root directory are applied to all states in
the applicable inventories except in cases where there are separate packets for states. In this
package packets for the MARAMA states are in marama subdirectories. For np_oilgas only there are
separate packets for TX under the tceq subdirectory.

  Examples:
    - Ag contains no steps in the root directory and separate marama packets. Apply the packet in
      the root path (PROJECTION_2011_2023_ag_2011v6_2_no_RFS2_31aug2016_v0.txt) as a strategy in
      CoST for all ag inventories and all states in those inventories except MARAMA states.

      For MARAMA states apply the packets in the marama subdirectory to all ag inventories for
      only the MARAMA states.

    - Nonpt contains two steps in the root directory. Apply the packets under step1 to the base
      inventories for the non-MARAMA states to get an intermediate inventory. Apply the packets in 
      step2 to the intermediate inventory to get the future year controlled inventory.

      Under the marama subdirectory apply the packets from the three steps in a similar series
      as the packets in the root path. These packets are applied only to the MARAMA states in the 
      the inventories.

Exceptions:
The directories containing pfc and refueling contain only MARAMA packets. The pfc and refueling
inventories are part of the nonpt modeling sector. For MARAMA states these packets are applied to 
the pfc and refueling nonpt inventories respectively. For non-MARAMA states, packets in the nonpt 
directory are applied to the pfc and refueling nonpt inventories.

The directory containing pt_refueling contains only MARAMA packets. The pt_refueling inventory is 
part of the ptnonipm modeling sector. For MARAMA states these packets are applied to the refueling 
inventory. For non-MARAMA states, packets in the ptnonipm directory are applied to the refueling
ptnonipm inventory.

The np_oilgas MARAMA packets in the base marama path under step1 and step2 should be used for 
MARAMA states except PA. The PA emissions should use the packets under marama/PA/step1 and
marama/PA/step2. These PA packets are carried forward from 2023el.
