The Mexico surrogates in this directory reflect those used in EPA's 2022 v1
platform modeling. After modeling was completed, an issue with the Mexico
commercial and industrial surrogate was discovered, in that it is actually
the agriculture surrogate. This surrogate has not been corrected yet in the
platform, but a corrected commercial and industrial shapefile is available
in https://gaftp.epa.gov/Air/emismod/2022/v1/spatial_surrogates/shapefiles/.
