Some 2022v2 MOVES emissions files are on the 2022 platform AWS open data site

Note: The "alternate" emission factor tables in this directory are identical to the EF tables that are
posted as part of the base package (see the ../moves_eftables/ directory), but with two differences, 
both of which only affect reports and not model-ready emissions:
1) Total energy consumption (TTL_ENERGY) values are corrected; the old values were subject to 
   double counting, particularly in RPD.
2) PMCBRAKE and PMCTIRE pollutants are included, for those interested in tracking PMC or PM10
   emissions separately for brake wear versus tire wear. This was already supported for PM2.5
   via PM25BRAKE and PM25TIRE, but not for PMC/PM10.
