This package is an addendum to the previously published 2016 version 1 platform
and includes alternative datasets for oil and gas emissions in the WRAP region,
which includes Colorado, Montana, New Mexico, North Dakota, South Dakota,
Utah, and Wyoming.

This package includes np_oilgas and pt_oilgas inputs and scripts for two 
emissions cases, 2016fh_16j_withwrap and 2023fh_16j_withwrap. For each sector,
emissions within the WRAP region are new, and emissions outside the WRAP
region are the same as in the standard 2016v1 platform. So to use these in place
of the emissions in the standard platform, replace the entire np_oilgas and 
pt_oilgas sector emissions from the standard platform with those from this
package.

The future year WRAP inventories can be used for either 2023 or 2028. In this
package they are combined with 2023. To use for 2028, use the non-WRAP inventories
from the 2028fh case in the standard platform combined with the WRAP inventories
from this package.

New ancillary files needed for processing these WRAP inventories are also
included in this package, including (but not limited to) new speciation profiles
and spatial surrogates.

=== Double Count Identified === 

Several sources have been identified in both the 2016 v1 platform ptnonipm 
inventory and the WRAP point oil and gas (pt_oilgas) inventory. That means
these sources are double counted if you combine the WRAP pt_oilgas inventory
from this package with the ptnonipm inventory from the standard 2016v1 package.

If one wants to use the WRAP 2014 baseline and future year inventories in the 
Collaborative 2016v1 EMP, there are two options:
Option 1) The emissions for facilities in the below "WRAP pt_oilgas facilities" list needs to be 
          removed from the WRAP 2014 O&G inventory (2016fh_16j_withwrap pt_oilgas) files 
          before processing in SMOKE; -OR-
Option 2) The emissions for facilities in the below "ptnonipm facilities" list needs to be 
          removed from the ptnonipm 2016v1 inventory (2016fh_16j ptnonipm) files 
          before processing in SMOKE

Note: these removals must ALSO occur for the future year inventory files if you want 
to do future year modeling to resolve the double count.
