There is a transcription error in the document <1-2014NEI_NPt_MethodUpdate_AsphaltPaving_wDocumentation_09222015.docx>.  
The cutback VOC emission factor is incorrectly noted on page 6 in Table 2c, and on page 12 in the table at the bottom of the page.
The revised document <1-edit03302016_2014_NEI_NPt_MethodUpdate_AsphaltPaving_wDocumentation_09222015> replaces the incorrect value of 760.0 lb/ton with the correct value 813.96 lb/ton.  The calculation of the EPA default county emission estimates for cutback asphalt applies the correct VOC emission factor of 813.96 lb/ton so there is no change to the (.xlsx) file of calculated emission estimates.

The following files describe the 2014 NEI EPA default emissions data for the nonpoint asphalt source categories.

This document describes the approach for assessing and updating the EPA default emission estimation method.  The discussion describes for the method update the sources of activity data, the procedure for allocating activity to county, the emission factors and related parameters, and a state-level summary of the updated emissions and how the new data set of default emissions compare to the previous default emissions and to the 2011 NEI v2.

THIS FILE IS INTENDED TO FACILITATE STATE AND LOCAL AGENCY REVIEW OF EPA'S DEFAULT COUNTY ESTIMATES.  
THE S/L'S MAY USE THE EPA DEFAULT DATA FOR THE 2014 NEI IN WHICH CASE THE STATE OR LOCAL AGENCY MUST NOTE IN THE NONPOINT SURVEY THEY ACCEPT THE EPA DEFAULT COUNTY ESTIMATES.  AT THAT POINT NO FURTHER ACTION IS REQUIRED.  EPA WILL LOAD THE DEFAULT DATA INTO EIS (Emissions Inventory System).
The county emission data sheets highlight fields in yellow that populate the EIS nonpoint staging tables.

The 2008 activity data indicated zero asphalt use for many of the states in the northeast and mid-atlantic.  The emission inventory contact from the Mid-Atlantic Regional Air Management Association (MARAMA, www.marama.org) suggested looking at the 2007 MANE-VU emissions inventory to help confirm zero values.  This file highlights those comparisons and suggests that the proposed estimates for the 2014 NEI asphalt emissions may under-estimate (zero emissions) for the MARAMA states when many have those states have emissions in the 2007 MANE-VU inventory and in the 2011 NEI v2.

This document summarizes differences in VOC emissions between the updated 2014 EPA default data and the previous EPA default VOC estimates, and with the final 2011 NEI v2 that includes any state/ local data submissions.  This comparison may help facilitate agencies review and acceptance of the EPA default 2014 data as their county estimates or alternatively to seek local data for emissions development.  For the 2014 data, a review of the ratio HAPVOC sum to VOC is also included.
