3.3 Additional Data: Nonroad County Databases (CDBs)
EPA encouraged S/L/T agencies to submit MOVES-Nonroad CDBs to the Emission Inventory System (EIS) for the 2023 NEI. Data not provided in CDBs is automatically supplied from the modified MOVES default database. As is also true for MOVES onroad runs, even if an agency submitted fuel or meteorological data, EPA used “EPA default” values for these data parameters. Fuel inputs for 2023 are based on MOVES defaults, which rely on nationwide retail fuel survey data that were incorporated this into MOVES5. The EPA default meteorological data were derived from a Weather Research and Forecasting Model (WRF) version 4.1.1 [ref 3].
The modified MOVES default database for MOVES5 containing refinements to the construction and agricultural sectors (movesdb20241112_nrupdates) and state-submitted inputs in CDBs were used to run MOVES-Nonroad to produce emissions for all states other than California. EPA replaces most nonroad emissions calculated with MOVES for California with California-submitted emissions. Table 3.2 shows the data selection hierarchy for the nonroad category.

- Submitted data with recreational marine populations specific to CT. Other populations use EPA NEI defaults or MOVES defaults.
- Month and day distribution data carried forward from 2017 NEI based on a prior LADCO study. Other states (IL, IN, IA, MI, MN, MO, OH) also used distributions from the LADCO study, though these are not listed in the table because they were not new 2023 NEI submittals.
- Submitted data for ATVs, off-highway motorcycles, snowmobiles, and off-highway trucks. UT off-highway truck data was not used the 2023 NEI.
- Submitted month distribution data for the agricultural sector based on the prior LADCO study.
The 1,105 submitted CDBs (listed in Table 4-3 and carried over from past NEIs) in the MOVES-Nonroad run are packaged together in ‘2023_NonroadCDBs.zip’ available at the 2023 NEI Supporting nonroad mobile data FTP site. The rest of the counties were run using the modified MOVES default database. A list of all 3,225 U.S. counties and their corresponding CDBs, if any, is available in ‘2023_nonroad_counties_FinalList.xlsx’. These supplemental nonroad mobile data contents are listed in Table 3.4 and are all available on the 2023 NEI Supporting nonroad mobile data FTP site.
